The Environmental Management Authority’s (EMA’s), issuance of the Certificate of Environmental Clearance (CEC) – CEC6451/2022 followed an extensive, science-driven review process conducted in accordance with the provisions of the Environmental Management Act Chap. 35:05 and the CEC Rules, 2001. The CEC application was subject to detailed technical analysis, inter-agency consultation, stakeholder submissions, and a multidisciplinary review process which examined, inter alia, hydrology, marine ecology, drainage, wastewater management, coastal processes, lighting, archaeology, climate resilience, and socio-economic considerations.
Moreover, the EMA did not rely solely on the commitments contained within the Environmental Impact Assessment (EIA) report. The commitments contained in the EIA report underwent a detailed Review and Assessment Report (RAR) process. During the RAR process, technical comments and recommendations from the multidisciplinary Review Committee comprising various Agencies and Non-Governmental Organisations, were incorporated to strengthen conditions and mitigation and monitoring measures, which guided the issuance of CEC 6451/2022.
