Dr Steve Rajpatty is the Chairman and Lead Consultant of Atlantic Project Consultants Limited (APCL), bringing over 25 years of experience in the construction and built environment sectors. A Chartered Quantity Surveyor, Chartered Building Engineer, FIDIC-certified professional, and Certified Project and Contracts Administrator, Dr Rajpatty has played a key role in shaping major residential, commercial, and public infrastructure projects across Trinidad and Tobago.
Throughout his distinguished career, he has collaborated with leading conglomerates, state enterprises, and private clients, providing strategic guidance and technical expertise in project management, cost control, and construction consultancy. His leadership is characterised not only by extensive technical knowledge but also by a clear vision and a dedication to excellence and innovation.
Before founding APCL, Dr Rajpatty held director-level roles at several prominent firms and organisations. His desire for a more personal and impactful approach to consulting prompted him to establish APCL — a firm committed to delivering comprehensive, forward-thinking solutions in the built environment.
His international experience in business management, strategy, and consulting in the United Kingdom, the United States, and Canada has shaped his leadership style. Exposure to global best practices has broadened his perspective and enabled him to encourage innovation, creativity, strategic management and planning, and high-performance results at APCL and in his previous executive roles. Under Dr Rajpatty’s leadership, APCL continues to be a trusted name in the industry, renowned for quality, accuracy, and a progressive approach to shaping the future.

He is a collaborative leader with a results-oriented reputation, built on his ability to assemble multidisciplinary teams for projects across various sectors and countries. He possesses extensive international executive experience in multiple industries. He understands people, projects, and his clients’ needs to complete tasks. He has excellent political insight and can tactfully engage with stakeholders at all levels.
Alongside earning his PhD in Organisation and Management and a Specialist MSc in Total Quality Management & Business Excellence (focusing on best practices in the construction industry in T&T) from Sheffield Hallam University School of Business & Finance, UK, he also holds an MBA and a Postgraduate Diploma in Business Administration from Cardiff Business School, University of Wales, UK. Steve is a recognised leader in the construction sector.

He is a practising Chartered Quantity Surveyor, Chartered Construction Manager, and an Associate of the Appraisal Institute of America. He has attained various professional titles, including Fellow of the Royal Institution of Chartered Surveyors in the UK (FRICS), Fellow of the Association for Project Management in the UK (FAPM), Fellow of the Chartered Institute of Building in the UK (FCIOB), Fellow of the Quantity Surveyors International (FQSi), Member of the Chartered Association of Building Engineers (C. Build E MCABE), Member of the Institute of Surveyors of Trinidad & Tobago (MISTT), Associate Member of the Chartered Institute of Arbitrators (ACIArb), Member of the Green Register of Construction Professionals, UK, and most recently (September 2022 – October 2023), he completed a two-part Professional Diploma from the College of Contract Management UK in FIDIC Contracts. In addition to the many distinguished memberships, Dr Rajpatty is perhaps the only Licensed Assessor Trainer in the Caribbean for the Royal Institute of Chartered Surveyors (RICS).
